Based on his personal diary, this article recalls Robert Warner's experiences in international archival affairs from 1968 through 1989. The period from 1980 to 1985, when Warner was archivist of the United States, explores the special problems caused by the General Services Administration and the Cold War tensions reflected in international archival activities. Also discussed are similarities and differences between the International Council on Archives and the International Federation of Library Associations.
